No - aluminum can NOT be welded to steel. You can braise it or silver solder it, even epoxy it, but you can forget about welding it. As for the voltage regulator, if you still have your original battery box get rid of the tool roll that's inside of it and put the voltage regulator in there. Shouldn't be any warmer than under the p-pad.
